Ministers, parliamentarians and regional deputies are by no means the only form of mediation between centre and periphery. Earlier in the chapter I mentioned that organisations in civil society have been weak in Calabria with respect to most of the rest of the country. This is indeed the case but this does not mean that they are non-existent; three groupings in civil society have had noticeable effects in linking the region to the capital. Over and above these three, the prefects have had considerable influence as a linkage within the state. But in contrast with the actions of politicians which for the most part are highly publicised, hard evidence for these groupings is much more difficult to come by.
